Privacy Statement

Te Kaunihera Rata o Aotearoa | The Medical Council of New Zealand (data owner of Torohia) and contracted research agency, Perceptive (data holder), will protect and safeguard personal information and treat it with the utmost care, respect and discretion in accordance with the Privacy Act 2020 and the Māori Data Governance Model. This includes all personal information collected online through the Torohia survey platform and website visits.

Privacy Statement for Survey Participants
Purpose of survey
  • Your full responses will solely be used for the purpose of data analysis and reporting. Your answers will be de-identified and anonymised in any reporting of results.
  • Anonymised published data will be used to:
    • Understand the experience of doctors in training in their training environment and across sites and specialties.
    • Support training providers to make continuous improvements.
    • Inform accreditation processes run by the Medical Council of New Zealand and the Australian Medical Council.
  • Participation is voluntary, however, a higher response rate helps ensure that the data is robust and representative and is therefore more likely to prompt organisations to act and make improvements.
Survey format
  • Torohia is a quantitative online survey composed of predominantly closed multiple-choice questions.
  • You can save and exit the survey and you can come back and finish it any time within the survey open period via your unique link.
  • Incomplete responses will also be taken into account in the reporting of results.
  • You will be asked to consent to the Torohia privacy principles before starting the survey.
  • Once you have submitted your responses, you will not be able to change them and re-submit.
  • If you have incorrectly submitted any demographic data, you have the right to have this amended and can do so by contacting the Torohia team at contact@torohia.org.nz.
Contact details and de-identification
  • The Medical Council of New Zealand already holds your contact information as part of the registration process.
  • We will use your email address to send you a unique link to the survey platform.
  • Your survey responses will be is de-linked from your email and cannot be associated with any other information the Council holds about you.
Access to your information
  • You are entitled to request a copy of your survey responses. You will be able to download them in the survey platform.
Data storage
  • Your stored data will be encrypted and stored on a secure storage platform in Australia and New Zealand that is compliant with ISO 27701 certificate.
  • Your response data will only be retained for the duration of the Torohia programme and securely disposed of after.
  • Only authorised staff of the independent research agency, Perceptive, will have access to individual de-identified responses. They will not be shared with the Medical Council or other third parties.
Reporting of results
  • We will publish the results of the survey online and will share them with training providers and sites.
  • No one will be able to identify you based on the published results.
  • All published or shared results will be fully anonymised (aggregated or supressed, where necessary).
  • Strict controls are in place to prevent re-identification of individuals, especially where the number of responses is small for a particular question.
Implementation of the Māori Data Governance Model

Te Kaunihera Rata o Aotearoa | The Medical Council of New Zealand (The Council) and Perceptive recognise Māori data as a taonga and upholds the principles of te Tiriti o Waitangi and Māori Data Sovereignty throughout the collection, use, storage, and analysis of data relating to Māori.

In alignment with the Māori Data Governance Model developed by Te Kāhui Raraunga, the Council and Perceptive are committed to:

  • Respectful and transparent data collection that ensures free, prior and informed consent from participants.
  • Protection of Māori data, including information about ethnicity, iwi affiliation, and cultural identity, through secure storage and strict access protocols.
  • Ensuring Māori data is used for good, to support equitable outcomes for Māori doctors, trainees and communities.
  • Supporting strength based and avoiding deficit-based interpretations of Māori data and ensuring that analysis reflects cultural safety, strength, and self-determination.
  • Exploring opportunities to share Māori-specific insights with appropriate Māori organisations, such as Te ORA – Te Ohu Rata o Aotearoa, in ways that support whanaungatanga and benefit Māori and ensuring that Māori data governance forms an integral part of the ongoing oversight of Torohia.

The Council and Perceptive are committed to ongoing review in its data practices to ensure they are ethically grounded, culturally safe, and accountable to Māori.
